Council of Ministers Meeting Focused on Streamlining of
Administration Bodies

President Raul Castro presided over the most recent expanded
meeting of the Cuban Council of Ministers, which focused on
the ongoing streamlining of the State’s Central
Administration Bodies (SCAB) by the Permanent Commission of
Implementation and Development.
In this respect,
participants in the meeting learned details of this
activity and also about general aspects of the
re-organization of several
ministries in compliance with guidelines approved during the
Sixth
Congress of the Cuban Communist Party (PCC) held in April
2011, which are
closely linked to the current process to update the
country’s economic model.
A report on this topic included information on the
Commission’s work to
streamline the Local Bodies of the People’s Power
(Government), which
started as an experimental project in the recently created
provinces of
Artemisa and Mayabeque and also in the Isle of Youth Special
Municipality.
In general, the purpose is to reduce the number of
organizations or
institutions, which will allow the country to have more
integrated and
efficient structures, and to reduce unnecessary spending.
In this regard, it was highlighted that the streamlining of
the institutes
of Housing and Physical Planning is essential to guarantee
an adequate
response to the transformations that have been put into
practice regarding
urban planning and housing.
“We have said it already. The solution is not to prohibit
constructions,
but to indicate where and how to do them,” said the Cuban
head of state in
this respect.
“Housing needs can not be a pretext for illegalities, and
when they take
place the General Attorney’s Office and the Interior
Ministry have the
authority to face them and act against the offenders to
leave no room for
impunity,” Raul Castro added.
Among other topics, a report was introduced during the
meeting on the
results of a state integral control carried out by the
General
Comptroller’s Office on the Ministry of Construction and its
system of
entities.
According to the final assessment, the Comptroller’s Office
identified the
main problems that affect the work and duties of this
ministry, including
problems accumulated for years, as well as the inadequate
preparation and
performance by some cadres.
