HAVANA, Cuba, Feb 9 (acn) Yusnier Romero, Cuba’s delegate to the Conference on Disarmament
(CD) in Geneva reaffirmed on Tuesday that the topic of nuclear disarmament should be a  priority objective in the sessions of that meeting, due to its importance for the international community.

During his speech, he pointed out that this priority was identified by the Non-Aligned Movement in the 16th Ministerial Conference held in Bali, Indonesia, in May, 2011, the www.cubaminrex.cu Web site reported.

He also highlighted that the recently created Community of Latin American and Caribbean States acknowledged that importance, when it issued, in December, a communique referred to their total elimination.

Most states don’t have nuclear weapons. However, he asked: what guarantee can this majority segment of actors in the international community have that the states having nuclear weapons will not use them against their populations?

Romero recalled that Article Six of the Treaty on the Non-Proliferation of Nuclear Weapons establishes that each party commits itself to hold negotiations in good faith about efficient measures referred to the cessation of the arms race (of this type of weapons) and disarmament.

Likewise, the Article establishes that each party should commit itself to hold these
negotiations for a treaty of general and complete disarmament, under strict and efficient international control.

The CD was created in 1979 as the only multilateral entity of the international community to be in charge of negotiations in the sphere of disarmament, following a proposal by the first extraordinary session of the UN General Assembly in 1978, where matters of this nature where discussed.
