On January 31st, 1962, the Organization of
American States, OAS met in Punta del Este, Uruguay, and agreed
on the expulsion of Cuba from the nter American system and urged
the nations in the region to break diplomatic ties with the
island.
This arbitrary sanction, directed to isolate Cuba
on the diplomatic and political level on the orders of the US
was immediate and with the exception of Mexico, all the Latin
American governments joined the regional organization. Chile,
under the Eduardo Frei administration, was among the first.
That is why, among some of the first measures taken by President
Allende, with only 9 days after winning the country´s election,
was to reestablish full diplomatic relations: “we are mending a
great injustice”.
During the swearing in ceremony, Carlos Rafael Rodriguez
representing Cuba in charge of International Relations and
member of the Political Bureau was received by President
Salvador Allende at the Moneda Palace.
Despite the tremendous boycott sponsored by the extreme right
wing, encouraged by the US government against Chile until the
coup on September 11th, 1973, President Allende visited Cuba in
November-December of 1972, offering his support to the Cuban
people and its Revolution.
The courageous gesture of reestablishing relations with Cuba and
his vocation in favor of Latin America was something that the US
government will never forget.
